EPA Regulated Water Systems 6Wastewater/Sewer City of Victor Victor uses the wastewater treatment plant that is owned and operated by the City of Driggs.7 City of Driggs The City of Driggs owns, operates, and has maintenance responsibility for the wastewater treatment plant, which treats domestic sewage from local residents and commercial establishments. The plant is designed to provide secondary treatment to 0.6 mgd of wastewater. The average ow rate is about 0.31 mgd, according to the permit application. The maximum daily ow rate over the term of the previous permit was 0.778 mgd, according to discharge monitoring reports. The wastewater treatment plant uses a four-cell aerated lagoon to provide treatment equivalent to secondary treatment.
